Having worked in Africa all I can say is that things get done but at much slower pace than anyone can ever predict no matter how good or bad the management is, so I would expect a lot more issues that will need to be constantly tweaked to stay on any schedule and its almost a give that any schedule will slip. Corruption is also a part of life and business, the Customs issues could probably be resolved quicker if the right people are paid, but that brings its own problems. As for electrical supply, well I am surprised that they do not have some sort of power back-up system in place, as there is likely to be interruption to power in the future for a number of reasons, weather, poor maintenance, disputes, its Africa! etc.
