You can't frac the lower half if the upper half is flowing oil.

You alway stimulate (frac) the lower section first. Plug it off, the stimulate the upper section. You can then flow the upper section without flowing the lower section. (not vice versa).

You could theoretically stimulate then flow the lower half, then come back and stimulate and flow the upper half, but it would be very inefficient with mobilising the equipment and cleaning the well.

I think they mean the same thing on both announcements, just glossed over the details of the order of the stimulation in the earlier announcement.
