    Swimming pools are open to the atmosphere (no top seal) but this is a closed reservoir

    The oil is in the form of a vapour phase in the reservoir not a liquid so it can be condensed and is under pressure. Best to relate it more like air in a balloon under pressure than water in a swimming pool.
