Inflow assessment is different from environmental impact assessment. The former is risk management; the later 'red tape'. You may risk to spend millions for achieve nothing (unable to dewater to the target level or be inundated again by flood) and additional millions for compensation for these 'planned'/contracted other works, etc.
AVZ is a major holding in my portfolio. Just hope it do well.
