It doesn't. The only way to artificially increase volume is to do wash trades which is highly illegal. Those trades today have multiple parties so that's not the case. It's a type of contingent/iceberg offer that offers 30t units at a time up to a specified amount. Interestingly it doesn't have the annotations of previous style iceberg orders.
It's a good way of selling shares without making the offer heavy. Though tbh with this stock being so thick on either side of the market normally I don't see the point.
