Looks like it's just a box ticking exercise - regulatory compliance so existing options can be properly exercised. No expert but it does say below there's no real financial intent. It's also open just till end of day...
The Offer will have a negligible effect on the financial position of the Company as the maximum that would be
raised if the Offer is fully subscribed is $0.10. As referred to above, this Prospectus has been prepared for the
purposes of qualifying the Series A Options for secondary trading.
Still don't know what this means for the company more broadly though, if anything at all really.
