I think the translation goes something like this:
There's more options than usual being sold because of the recent capital raises. Some people are buying the options at 0.2c, and options offered at 0.1c may never get bought if there are enough buyers at 0.2c. If it does get down to 0.1c, buyers at 0.1c are going to get really good gains when the option price eventually rises.
