This statement is actually false.
Vince Algar has never stated on twitter that the capex spooked investors.
He tweeted a link to this article in Australia Investing News which clearly states the following, in reference to an article the West Australian

If you refer to that West Australian article you will see that comment is actually the opinion of the author of the article, Journalist Daniel Newell.
I have highlighted the comment in yellow, you will see there are no “parentheses” and hence this is not a quote from Vince Algar but a statement of opinion from the author of the piece, Daniel Newell.
