yes, maybe. but some holders maybe choose to waive it, some choose too take a fraction, some may take full offer, some may take full offer + extra up to 50℅.
It can be balanced!
It is good if retail holders can take the $228 millions.
If not, anyway, INSTOS will take the left pieces.
