Ann: Orbital implements share buy-back program, page-2

How does a share buy back "maintain a strong balance sheet" ? This company struggles to make money or generate cash at the best of times.
I'm always dubious of companies who proclaim their share price is cheap at the same time as announcing a buy back. Normally, these companies spend only a fraction of what they say they will, so it simply becomes a cheap marketing tool.
IMO, any company really serious about buying back cheap stock goes about its business quietly - not watch the share price go higher into its own announcement !!
