I think You are right.
The issue for COE seems to be timing.
Years ago Andrews made a decision based on ideology to cease gas expln, and to hell with the consequences. No resolution as to how Vic would replace the loss of gas. Thats why Vic is now having gas shortages.
The problem is Vic now has shortfall of baseload power, to heat homes, and power industry.
The gas/elect industry told him what would happen.
So issue is just how long will it take for enough renewable power to fill the gap?
I simply cannot see renewables filling that gap in 7 and half years (2030).
In interim gas prices will remain high.
Renewables prices will be higher to heat homes.
