You are partly correct, they will expect a royalty deal.
They may also seek terms to protect culture. These could override the EPA decision, for example exclusion zones.
Basically factor a 1.5% NT royalty into the NPV (and while you are at it have a rethink about the 75c government royalty).
(You can also revise the exchange rate and use a realistic US$500/t SOP price. Your project is currently worth a lot less than you think).
