Energy customers who have been ripped off need a market that focuses on consumers, Prime Minister Malcolm Turnbull says.

Responding to an Australian Competition and Consumer Commission report on Wednesday, Mr Turnbull said energy was now too expensive and solutions were needed.

"The starting point for lower prices today is a competitive, consumer-focused market," Mr Turnbull said in a speech in Queensland on Wednesday
