to be fair, the 16% that they have shorted are no longer at their disposal... they have played those cards already - to short more they will need to borrow more (or buy back the ones they have already sold and then resell them). Not saying they can't borrow more - just that the ones they have already shorted aren't theirs to play anymore (unless they buy them back first).
