The criteria for the participants are very strict (hence the time taken to recruit). They are only eligible if they are lost causes for all other treatment options. The only remaining treatment option for them all would be ongoing corticosteroid injections. That is why it is used for the controls. I suppose there is no major upside for the controls, but this is treatment they would be undergoing anyway so there is no real downside either.
