re: Ann: Otto to Farm-out SC55 to BHP Billito... BHP know the difference between a material announcement and a 'conditional heads of agreement'. It becomes real when the farmout is signed and approved by the Philippines Dept of Energy. The former has history as OEL have made announcements in the past that have not born fruit (rig build, Caluit, etc). The latter can take 3-9 months.
