It is a bit disingenuous of you IMO to cast aspersions on the merits of OEL making an announcement about a heads of agreement with BHP.
BHP has a market cap of about $100b and OEL has a market cap of about $60m. What is immaterial to BHP could be central to OEL's strategy.
This happens all the time when a junior is working with a major.
An excellent development and announcement for OEL but one of just another work in progress for BHP.
