Yes, of course, in the interim more money needs to be raised, but this is very normal and if it results in dilution no one should complain.
Its not the company that pushed the share price down, resulting in dilution, rather, those speculative weak handed retail investors who never seemed to have bothered to understood any thing about the project
I suppose we will see a share redction at some stage, this is to be expected as a consequence of erratic illogical share holder behavior over the last 8-10 months.
