back in 2011 september quarter, they bought 1 more extruder and expected possibly ordering another 1 if the demand came, which would double the production capacity. That is for the resin production, not finished goods. the demand (which, according to the MD was expected from Latin America) did not eventualize and the plan on the 2nd one dropped.
Between then and now, CNN concluded that they know their product best and is in the better place to produce the finished products for the quality and higher margin. That makes sense to me, hence the decision now to expand production capacity in that front.
One way of looking of at the current CR for doubling the finished production line is that the demand is indeed material.
Just my personal opinion and absolutely not advice. I think I'll give them the money after all. can totally understand everyone's frustration though.
