DST = Drill Stem Test - in layman terms, they are testing the drill stem (the hole that they drilled)

HC - hydrocarbon - oil or gas

P&A = Plugged and Abandoned - I believe the insert a plug into the top of the well and remove the surface casing and then leave the well.

It simply means that currently they are not planning on doing anything with the well. Plans can change though and if it turns out there is significant HCs down there, they may be able to fork out some money for additional testing. Either way, the expectation now is that they are going to leave the well either way so the market doesnt freak out when the P&A the well.
