People who selling tham for 0.083 will be IMO sorry later on, as the will be very soon buing them back for 0.095 or more...This will be costly exercise for tham...
As you calculated, there will be over subsription and IMO we will be lucky if we get parcel of 10,000 shares each (NOT 197,000) for 0.076:
