I'm just calling it based on other similar companies this year. I'm aware of the resource upgrade but still think the overhang will be too much. A stock like NEN often moves 2 cents in a day so 25-27 cent area is very close really.
In any case even if it doesn't hit 25 cents I wouldn't be jumping in today at 32 cents. Give it a few days at least.
