When I bought into this stock I expected that there would be some sort of capital raising at some stage required for development of CETO. The SPP seems like a sign that they are serious about developing CETO. While there will be some share dilution in the short term, the CETO is developed and deployed successfully I could imagine this stock's value increasing significantly. The main risks preventing this from happening would probably be problems with the technology or governments (customers) deciding to use more carbon intensive technologies because they are not serious about climate change. The technology seems pretty good, so I think the biggest source of risk is unreliable customers.
