Im not sure if there would be a charge like that though for angolan only? I can see them milking foreigners but not angolans. Large upfront cost for the permits, i cant see it. Maybe the will keep a larger interest in the permit, i just doubt they would put a big price tag on a permit that they are trying to keep angolan only.
