I think your second point is probably right. When I read the announcement, It sounded as though they had finally realised that their previous method of exploration ie. electromagnetics (EM) wasn't working as no significant discoveries had been made after spending millions of dollars of shareholder funds!!!

I think they've learned the hard way (at our expense) that they didn't have sufficient in house expertise to fully understand the geology at Radio Hill. So now they have engaged external expertise to gain a better understanding of the area. Hopefully this time, they yield some positive results.
