I don't think its as precise as 3 weeks. But certainly, PT would have to lay out to the Board of ADY (and if such a fiction exists, RLL?) why he deems it legal to buy shares in a company - ie; he'd have to state he was not liable to any excluded information which the market was unaware of.

To be fair, regardless of the AGM/EGM/ICBM or whatever, if PT wants to buy shares on market before he signs a deal with WISCO, Shougang, etc, or whatever list of high-falutin' chicanery he has before him, then clearly he has to act now versus closer to a deal.

So...to join in the conspiratorial whispermongering, clearly there are actual negotiations taking place. But you can rest assured that nothing will happen for a while and nothing has been decided.
