Because it's in the hands of government regulators. God I hope its not the Chinese or Mongolian government or similar. Recently Linc (LNC) has been stymied because, while the Chinese counter-party has signed off and claims to be behind a deal, closure now depends upon the government taking its indefinite time to approve.
And doesn't Intec have an office in China?
