My read of the situation is that JP is a tighter than a fish's a$$ when it comes to expenditure, so he's got a low cost generalist/academic signing off on CP overall, but brings in sub-consultants for specialist work.
Personally I think there is a point where you need to get the best on the team, even if it costs you, and we've reached this point. So I am heartened to see the team strengthening.
