they withhold the price by dumping large sells into what would otherwise be strongly positive days. Essentially taking the wind out the sails. This then stops the SP from creeping up to 14/15c and new high, allowing them to accumulate at 10-12.5c range until they are done.
the same applies for always selling a small parcel at the close onto the bid side, ensuring the close is as low as possible always and does not raise alerts for tech traders, day traders or anyone else that could bring volume and move the SP prior to them having their desired holding.
