Hard to say which companies will benefit from that foreign investment, let's assume ADV won't get anything.
Independent of it, graphite / graphene will be one of the hot commodities of the next years and ADV will have it's day or rather let's say, years. Buying at these levels means buying a "hottie" that the wider market hasn't discovered yet. If management follows its plan and the costs could be " tamed " then honestly $ 1 is very likely in the coming years. Not a "get rich quick" -stock but a great LT investment.
