Yes I heard some very impressive names of global top tier institutional investors participating in the placement. Management absolutely are involved in determining who receives allocations and their approximate size. If a quality institution with a long-only investment strategy has submitted a bid, you can be assured that they will be favoured when it comes to being given a slice of the pie.
