I think the answer lies in this part of the announcement- Funds will be used to support USCOMS transition to volume manufacturing to meet anticipated demand
I think given the small amount of cash left the company would have been concerned about being able to place and manufacture the orders required to ramp up the sales
Hence I only see this meaning that they actually have progressed far enough in the sales process to know that they need more money to make more of the products...so all good news from my shareholder perspective
