They have discretion but their raising to insto's mean that if they went crazy they would undermine their trust.
As a retail holder, I am not pleased with the result but from significant experience with SPP's (say 50+), I found that where they don't issue too many the SP is strong post raising. Where they take advantage esp. of a strong commodity price and issue a lot, not only is the post raising price weak in some cases the anger/ hurt/ poor result lasts for years afterwards.
