dont think time for projects is any different anywhere. adani's carmichael project here - first proposed around 2010. though thats got dodgy economics - a thermal coal project with avg strip ratio approaching double digits. no way it would ever make money

part of the reason prices are jacking up is the big fall in resource prices 2012-15 stopped new mines coming online around the globe. generally its only been brownfield expansions by the big boys that came online

some trite analysis though of the soums bundling the road and mine decision together. there'll be families with generations on those steppes who need a lot of education and hand holding to understand what it all means for them and it wouldnt make much sense to approve one part but not another.

and thats going to mean more prep work for everyone involved

its always like this for every bulk mining project in some degree or other. key decision dates almost always get pushed around - then companies run like the dickens to claw back time once they get the okay

ultimately though - mines tend to pay people 5-50x what they can make otherwise. both for individuals and for govts it can bring lifechanging benefits

respect the right of locals to express their views. generally community consultation is the first time locals get a chance to be heard. it usually means some nip and tuck compromising to gel with local sensitivities and cultural priorities.

but mining companies deal with those same issues all round the world every day.
