Statutory liability insurance was a pretty standard part of a large/listed business' general insurance. I think the rules have changed a bit in the last few years as to what can be specifically insured wrt fines and penalties specifically around OH&S. But, from the snippet provided by ew1 it seems like they are covered to some, as yet unknown, extent.
