It's all about the match pre-open if they put their offer at $0.012 they get to the front of queue and guaranteed to get executed at $0.014 in the open doesn't necessarily mean they want to sell it at $0.012 same as the $0.015 bid they get to front of the queue and get executed first at $0.014 ahead of other bids doesn't necessarily mean they wanted to pay $0.015 - it's all based around the match price - same as in the auction end of day.
