5) Decision to mine (the formal kind, pretty sure we can assume it'll be a mine)

6) Mining licences - oh, wait, they already have these...

7) Port allocation negotiations - oh wait, they already have these sorted too...

8) Off take agreements - sigh, also already got a buyer, just the biggest damn lead trader in the world and a part owner of the mine
