knowing Government Departments , you could actually be 100% right, some dudes I came across over the years would put the application on the bottom of the pile and continue to put new ones on top....they just hated being told what to do by the plebs of the world.....any undue pressure from BOD would be enough, the address change in my opinion would not be the cause of any delays..zilch delay imo.
