I believe you are right. It is nothing new. In the past, it was probably up to the company if they wish to implement the train the trainer program. Now, they are including payment incentives for milestones achieved and train the trainer in the contract for the larger companies. This will help ensure roll out timelines are achieved to the benefit of both parties.
