He's trying to find an exit for his shareholding and PR's. Not enough liquidity for these guys to sell on the market, so they're looking for a takeover at any price - something is better than nothing attitude.
They'll use the start of the phase iii trial as the carrot to find a buyer. I'd think 25cps is fair price now and by mid year something around this level will be offered to the shareholders.
Remember PR sold $10million of shares around 3 years ago, so he's free carried now.
