If it is being shorted as you suggest Joe, they won't want it to get away from them. That would leave 2 choices - a dump to suck the oxygen out, or to cover the short. The constant last sell of the day has often been for modestly substantial amounts, $10k ish sometimes, so they must have a few bucks. It may well not be shorting, just an attempt at price control. If that's the case I would expect some obvious sells today to that end. These close of day maneuvers don't cost much when you can buy them back the next day for 1c/share more though.
