Lead oxides are almost an unrecoverable bugbear, lead sulphides on the other hand are a possibility once the process if found and if the cost of capital to construct it does not exceed the value of the lead recovered. I don't know if the Met consultants told them not to even bother, or if IVR told the Met consultants to not pursue it, but the low oxide lead grade, high cost of transportation and lack of met options to recover lead from oxides is a bit of an impediment.
