I tend to agree with your last sentence, but wouldn't go quite as far as negligent and irresponsible. IVR doesn't seem to realise the importance of marketing, in growing the share price. Or they simply don't care.
To grow, the share price needs a steady string of positive announcements being released to the market, to keep IVR in the limelight. With this latest announcement they could have released at least two announcements. One for the access approvals, and another for the latest results.
It's all about promotion, and some companies are better at it than others. IVR seems to be decidedly lacking in this regard!
Nevertheless, a good announcmement.
