I have no inclination to defend management on any level. I am a long term holder and have far too many shares in this company for my own comfort.

That said, how could anyone realistically expect them to raise capital at a price much more than 4 cents? Yes, the compmany's current predicament its a result of terrible management, but the reality is this settlement and the funds coming in give the company a chance to move on to better days.
