PWN's ability to deliver has nothing to do with their size.

That's why they have partnered with Worley, Global EPCM capability to delivery projects in their billions, let along $100-200m.

Some of the PWN staff will be part of the EPCM, predominantly the "E" part, they'll use their expertise to support the design and then the commissioning.

I reckon that they could deliver at least 2 of these simultaneously. Worley have a lot of capacity and capability.

I think Veolia will try and take PWN out once the plant is running to capacity. I'm ok with that so long as it's above 50 cents.
