You can look at coys like CNQ building plenty of small systems but SP not going anywhere...Thing with water is there no saleable commodity really to get a decent margin. At least with the Shell deal you can treat it like a reverse commodity where you profit off how much of the liability you reduce. So mod plants and pps profitability will only serve to support the SP, unlikely to cause real growth.
