    Yes good question technically: The rules certainly don’t stop a rights issue or other issue of shares. ContraryJ recently posted some useful links/ information relating to Bonds and JARE and some good (and bad: sorry) points (But thank you):

    I looked through this and other announcements and I can’t see anything to prevent dividends or buy backs but maybe someone more eagle-eyed knows different.

    However, as Ausheads says, the capital can be applied within Lynas to much better use than returning it to shareholders - so as Roberta1 indicates - the question is probably academic at the present time.
