"Turns out some dirty is dirtier than other dirt and we can only have the clean dirt, but so can the other 3 ways of disposal so hopefully the government charge the more for the current guys who have the dirty dirt so they cant economically accept the clean dirt then we only have to compete with the guys that use lime, but that is dirty for the environment and hopefully big corporations will put the environment before profit."
