I doubt very much that it is a speeding fine as the price jump was on the back of a price sensitive announcement.
I would say that it would be more likely that it is an announcement regarding the completion of the 2nd plant or a capital raising for a 3rd plant, which in my opinion, both would be good.
I wouldn't be too worried about the announcement not stipulating volumes as I am pretty sure that Coles and Woolies don't commit to volumes with certain suppliers that they have agreements with..
