The waiver is to assist TER issue more TER shares in an attempt to fund a takeover, that's all. Nothing has changed. The offer is still too low, UNV holders are still completely opposed to having their company taken for an insignificant premium and the IER will expose the extent of the under valuation implied in the offer.
by the way I think it's far too early to rule out an opposing offer.
